This report for the Asia Foundation based on 15 in-depth interviews offers an assessment of attitudes towards the July 2003 national elections in Cambodia and the development of democracy there more generally. The survey results indicate that while Cambodia has made progress in several aspects of democratization with the assistance of voter education efforts, we found new challenges have arise for voter and civic education work in this year’s election.
