This report for the Asia Foundation based on a survey of citizen awareness and attitudes regarding law and justice in East Timor conducted by Charney Research underscores the importance of government and NGOs to work toward a more viable dispute resolution system for the country. People are most comfortable and familiar with the adat process, which they believe is the best venue to seek remedy if family-to-family discussions fail, especially when it comes to land disputes, the most common legal issue faced by citizens.
