This report for the Asia Foundation based on survey research consisting of a random nationally representative sample of 1056 in person interviews assesses voter knowledge and opinion, and identifies key issues and challenges facing election administrators and assistance providers in advance of the 2004 national elections.

The results of the survey allowed donors, NGOs, and government officials to accurately identify and target the specific voter education needs of the electorate.
