Half Empty or Half Full? The State of Development Evaluation, 2013

Dr. Charney presents the progress made in development evaluation – and how far there is still to go, based on a survey of 624 development evaluation professionals connected with SID-W.  His talk is aimed at all the groups involved in the poll – development contractors, funders, and independent operators.  Topics will include:

  • How often projects include both performance and impact, or baseline and follow-up evaluations
  • Mixed results on overall satisfaction with evaluations
  • Adequacy of evaluation funding – and its surprising impact on outcomes
  • Major problems evaluators face
  • Limited awareness  of USAID evaluation guidelines
  • Information sources available and desired on development evaluation
  • Topics of interest to the evaluation community

After the talk, you will know what needs to be done to improve evaluation practice generally – and specific steps that can be taken to meet these needs.
